      * Bug CSL-1520 | New or Edited Bulletins Can Take a Long Time to Become Active 
-Fixed an issue where bulletins could get stuck in "Upcoming" for several minutes when they should be active after being created or edited. 

                * Bug CSL-1560 | Clocks Show in the Wrong Time Zone on Windows Players
-Fixed an issue where clock bulletins on Windows players would show their time in GMT instead of in the correct time zone.
